Some info on the batarians
Political power is held by those with the most gold
- An emperor gains power with gold and often violence
- Emperors can have advisors, but have final word
- Overseers of larger settlements have control unless emperor steps in
Combat
- While most settlements are often in competition, fear of punishment keeps all batarians under imperial control in times of war
- If the emperor is not skilled at military strategy, a trusted general will be chosen
